Local Heritage

The Shire of Nannup’s Local Planning Scheme 4 Heritage List comprises 60 properties which are considered to be of cultural heritage significance and worthy of conservation. Local Planning Scheme 4 also has 1 Heritage Area, Special Control Area SCA6.

The Heritage List, as adopted by Council, identifies each place by its name and address and includes its management category and reason for entry. More information on heritage listed properties is contained within the Local Heritage Survey (see below). 

 The objectives of the Heritage List are to:

• facilitate the conservation of places of heritage value; and
• ensure that development occurs with due regard to identified heritage values in the interest of the community.

Development of a Heritage Listed Property

Inclusion of a place in the Heritage List does not prohibit development of the place. Instead, changes made to a place should respect and be sympathetic to the heritage values of the place. Most types of development and/or maintenance of places listed on the Shire’s LPS4 Heritage List require development approval. Any places listed on the State Heritage Office of Western Australia's Register of Heritage Places also require approval from the State Heritage Office.

As part of the development application process and prior to the approval of any proposal for the development of a heritage listed place, the Shire may require a heritage impact statement or conservation plan to be prepared in accordance with Local Planning Policy LPP19 Heritage Conservation. The objectives of LPP19 are:

1. To ensure that works including conservation, restoration, alterations, additions, changes of use and new development, respect the cultural heritage significance associated with places listed on the Heritage List and for development within a Heritage Area.
   
   
2. To encourage opportunities for interpretation where is can enhance understanding and enjoyment of heritage places and strengthen the relationships between the community and its heritage.
   
   
3. To conserve and protect places and areas of heritage significance within the district.
   
   
4. To provide information that assists property owners and/or managers to understand and appreciate the cultural heritage significance of heritage properties and areas.

Local Heritage Survey 

The Local Heritage Survey or LHS (formerly know as the Municipal Heritage Inventory or MHI) is an ongoing database that records and provides invaluable information on heritage listed places and places of cultural heritage significance. Local governments are required under section 45 of the Heritage of Western Australia Act 1990 to prepare and maintain a LHS to recognise the heritage importance of places to the local community.

The database records information only and does not have any legal implications for the development of land within the Shire of Nannup. Information from the LHS database can be accessed online through the State Heritage Office's inHerit website. While the Shire of Nannup is in the process of updating their Local Heritage Survey, an interactive Map has been created, locating 82 Heritage Listed places throughout the Shire of Nannup.

The LHS and Heritage List may include buildings and places such as precincts or heritage areas, sites which may include buildings which have been demolished, and landscapes, including trees.

The cultural heritage significance of the places on the LHS have been determined in accordance with the Heritage of Western Australia Act 1990 as defined "in relation to a place, the relative value which that place has in terms of its aesthetic, historic, scientific or social significance, for the present community and future generations".

Under the LHS each place is assigned a management category. The management category assigned to a place is determined by the level of significance of the place i.e. exceptional, considerable or some significance and for its conservation.

Management Category - Level A

Management Category Description (summary only) - The Shire of Nannup has identified this place as being of exceptional cultural heritage significance in its own right within the context of the Shire and its conservation is required. Some of these places may be entered onto the State Heritage Office of Western Australia’s Register of Heritage Places and in these cases, all development applications must be referred to the State Heritage Office for approval.

Management Category - Level B

Management Category Description (summary only) - The Shire of Nannup has identified this place as being of considerable cultural heritage significance in its own right within the context of the Shire and its conservation is a priority.

Management Category - Level C

Management Category Description (summary only) - The Shire of Nannup has identified this place as being of some cultural heritage significance for its contribution to the heritage of Nannup in terms of its individual or collective aesthetic, historic, social or scientific significance, and /or its contribution to the streetscape, local area and the Shire.

Management Category - Level D

Management Category Description (summary only) – The Shire of Nannup has identified places on this list as being of interest for historical reasons and/or structures that no longer exist. Places on this list are part of the Shire’s rich cultural heritage. Inclusion on this list will have no direct impact on development potential of these places.
